The Conference of the Parties (COP) is the governing body of the WHO Framework Convention on Tobacco Control (FCTC), and comprises all Parties to the Convention.

COP ensures regular review and effective implementation of the Convention.

So far there have been six COPs. COP7 is scheduled for New Delhi, in late 2016.

Intergovernmental Negotiating Body

Parties to the WHO Framework Convention on Tobacco Control met for five sessions of the Intergovernmental Negotiating Body on a Protocol on Illicit Trade in Tobacco Products (INB).

Adopted at COP5 in 2012, the illicit trade protocol is the first FCTC protocol.

The new treaty aims to eliminate all forms of illicit trade in tobacco products by requiring Parties to take measures to control the supply chain effectively, and to cooperate internationally on a wide range of matters.
